today Ian Dowman, president of the ISPRS, has forwarded to me your announcement on the above mentioned standard-proposal (RFC).
I used to chair the ISPRS-WG on image data standards, formally ISPRS WG II/4. Comments on your RFC are due on November 12, 2004. Therefore I do it in brief.
Since 1999 I am a member of the ISO/TC 211 "Geographic information / Geomatics". I had the position of the editor of the ISO 19130 "Sensor and data models for imagery and gridded data" until this year.
Since 2001 the ISO/TC 211 is working on the development of various standards in the field of imagery and gridded data: Reference model for imagery (ISO 19101-2). Metadata for imagery (ISO 19115-2). Georeference of imagery (ISO 19130), calibration and validation (ISO 19xxx). Rules for encoding of imagery (ISO 19118-2). The last two ones are still in the planning phase. They have not formally started yet.
The series of standards for geographic information developed by the ISO/TC 211 is model-based using the Unified Modeling Language (UML) with implementation components using the Extensible Markup Language (XML).
Having said this I believe it is essential that any new standards on imagery published on a national level should consequently follow those concepts in order to remain compatible with the existing or the emerging standards of ISO.
